Learning about health care rights in Shawville

Around 10 people gathered at St. Paul’s Anglican church hall in Shawville Thursday morning (May 15) to hear a presentation on the rights of patients in the health and social services sectors.

The speaker was Colette Paré, a councillor with the Centre d’assistance & d’accompagnement aux plaintes (CAAP) Outaouais, an organization that informs patients of their rights and can help guide them through the complaint system. The CAAP is independent of regional health authority CISSSO, and offers free and confidential assistance at all stages of the process, from understanding the process, to drafting the complaint, to following up the issue is addressed.  Their mandate also includes clients of any organization that receives funding from regional health authorities, including private long-term care facilities.

Paré explained that complaints can address all kinds of situations, such as individual care in a hospital, how to cancel a lease in a long-term care facility, or reporting an issue in a youth protection center. She also said in some situations, the complaint could address a systemic issue in the organization of a service, rather than an individual transgression.


The event was organized by Connexions Resource Centre, a non-profit group with a mandate to promote health and wellbeing for English-speakers in Western Quebec. Connexions’ Pontiac coordinator Shelley Heaphy explained that they cater the topics of their regular seminars to the requests of their participants.
