Interlibrary Loan (ILL) Threatened by the Adoption of Bill C-15 – Urgent Action Needed

Interlibrary Loan (ILL) provides access to thousands of books that your local library could never own on its own. It ensures that every citizen, no matter where they live, can consult a much wider range of materials. This service relies on an essential program: Canada Post’s reduced postal rate for library books. Without it, shipping books becomes prohibitively expensive—and ILL becomes virtually impossible.

Bill C-15 threatens to upend this system. By removing this legal obligation, Ottawa is opening the door to the elimination of this preferential postal rate. The result? Libraries—especially smaller ones in rural regions—will see their interlibrary loan services collapse. Equitable access to culture and knowledge will be compromised.

What can be done?

We invite you to send an email to the Minister asking the government to remove from Bill C-15 the proposal to repeal the provisions of paragraph 19(1)(g.1) of the Canada Post Corporation Act.
