False Discounts: Canadian Tire Fined Nearly $1.3 Million

Canadian Tire has pled guilty to 74 charges under the Consumer Protection Act (CPA) following prosecution by the Director of Criminal and Penal Prosecutions (DPCP). The company must pay nearly $1.3 million in fines and fees—a total of $1,287,550—the highest penalty ever imposed to date, according to the Office de la protection du consommateur (OPC).

The charges relate to false discounts displayed on seven products, including knife sets, cookware, and a cordless drill. These products were advertised as on sale in flyers or online between April and October 2021, with discounts based on a “regular price” that, according to the investigation, was rarely applied in stores.

The OPC explains that these practices violated Sections 225 (false price reductions) and 227 (false representation regarding a warranty) of the CPA. Some Quebec store locations also received formal notices for misleading practices between 2024 and 2025.

This case is part of a broader pattern in Quebec, where several companies have previously been sanctioned for misleading discounts.
