Francophone culture: concerns about possible underfunding of infrastructure

Francophone cultural organizations in minority settings are sounding the alarm about a potential decrease in federal funding for cultural infrastructure, fearing they will be disadvantaged in new grant programs.

Meeting before the Standing Committee on Canadian Heritage on June 9th, several representatives from the cultural sector expressed their concerns about the future of French-language creation and performance spaces across the country. They maintain that current resources are already insufficient to meet the maintenance and development needs of existing infrastructure.

The president of the Fédération culturelle canadienne-française (FCCF), Nancy Juneau, emphasized that these spaces play a central role in the vitality of Francophone communities, particularly in minority settings. According to her, they often constitute the main points of access to French-language cultural offerings and contribute to social cohesion and population retention.

Concerns have intensified with recent adjustments to the Canada Cultural Spaces Fund (CCSF), which will no longer fund certain types of infrastructure projects, including feasibility studies and construction, due to budgetary constraints. Projects will now be partially redirected to a new, broader infrastructure program that is not exclusively reserved for the cultural sector.

For organizations in the cultural sector, this reorientation could lead to competition with other public infrastructure priorities, such as transportation or municipal services, thus reducing the funding allocated to cultural needs.

The FCCF is therefore asking the federal government to reserve a portion of the new funds for Francophone cultural infrastructure, in order to take into account the specific realities of minority communities. It is also calling for increased funding for research and data on the sector’s needs, to support future decisions.

According to representatives of the sector, without targeted measures, the Francophone cultural sector risks facing structural underfunding in the coming years.
