What is the Commission municipale du Québec?
Recently, the CHIP 101.9 newsroom focused on understanding the role of the Commission municipale du Québec (CMQ), regarding their objective to oversee the administration of local municipalities and regional county municipalities (MRC) in order to ensure compliance with the standards and regulations that apply to them. In an interview with the spokesperson of the CMQ, Isabelle Rivoal, she listed the mission of the organization.
It is possible to file a disclosure, or a complaint to the CMQ, in order to denounce the actions or behaviour of a municipal elected official in accordance with the Code of ethics and deontology of elected municipal officials by completing a form that can be confidential or not, depending on the person. When filing a complaint, it is recommended to describe the alleged conduct of the municipal representative in question, indicating the following information:
WHO
• If the words are spoken, specify the name of the person who said it;
• If it is an action, specify the name of the person performing it;
• If other people are involved or aware of the act in question, specify their name and function.
WHAT
• Describe the action taken or the words spoken;
• Describe the sequence of events.
WHEN
• Specify the date or the period of the impugned conduct;
• If you do not know the exact date or time, enter the month or year; or the location where the remarks were made; or the location where the action was performed.
WHY
• The reasons why you consider that it is a conduct prohibited by the Code of Ethics and deontology of elected officials.

After the filing of the disclosure, the file is subsequently processed by the CMQ’s investigators.
In recent weeks, the council of mayors of the MRC Pontiac has indicated that they want to turn to the CMQ in order to investigate what they have described as a “perceived conflict of interest” in the Iles Lafontaine project, involving the mayor of the l’Île-du-Grand-Calumet, Serge Newberry.
In addition, this municipality also advised the Commission municipale du Québec of an internal conflict in September: a complaint lodged against the councillor of seat # 5 at the municipality of l’Île-du-Grand-Calumet, Rejean Meilleur, in which he has been accused of having uttered threats against the general management “(link: http://www.chipfm.com/Complaint-file-against-councilor-Rejean-Meilleur?lang=en).
According to the CMQ website, on which it is possible to follow the public files currently in progress; concerning councillor Meilleur, the file is pending a final decision of the court.
