2026 Elections: The APCHQ calls for two measures to stimulate construction in the Outaouais region
The Quebec Provincial Association of Construction and Housing Professionals – Outaouais-Abitibi-Témiscamingue (APCHQ-OAT) is calling on political parties to commit to two measures to support residential construction in the Outaouais region: abolishing the Quebec Sales Tax (QST) on new housing and eliminating the CCQ’s labour pools, with a few exceptions.
According to the association, Gatineau’s proximity to Ontario puts it in a unique position. It argues that tax and regulatory differences with Ottawa can encourage investment in Ontario and complicate the development of new residential projects in Gatineau.
The APCHQ-OAT is specifically requesting an exemption from the QST on new housing, modeled on measures adopted in Ontario. It points out that tax measures have been implemented in Ontario to reduce the cost of certain new homes. In Quebec, the 9.975% QST remains in effect.
The association believes this situation contributes to increased construction project costs and can jeopardize their financial viability, in a context where the housing supply remains a significant challenge.
The other request concerns access to labour. The APCHQ-OAT points out that the openings of the Quebec Construction Commission’s (CCQ) labour pools have been limited five times in the region over the past year.
For the association, this constraint is particularly problematic in the Outaouais region, since workers can easily turn to the Ontario market, where the same mechanism does not exist.
The APCHQ-OAT therefore proposes abolishing the CCQ labour pools in the region, while maintaining the current requirements for crane operators, electricians, and plumbers/pipefitters. It specifies that the measure would not aim to lower competency or safety standards.
The association also invites political parties to draw inspiration from its 2026 electoral platform and the City of Gatineau’s “Our Fair Share” initiative.
Founded in 1964, the APCHQ-OAT represents approximately 1,650 construction and renovation contractors in the Outaouais and Abitibi-Témiscamingue regions.
