Draw for antlerless moose hunting permits: new hunting zones are being added

As announced a few weeks ago, new hunting zones are being added to those included in the draw for harvesting antlerless moose (cows and calves) starting in fall 2026.

Beginning in 2026, the regular moose hunting licence will only allow the harvest of an antlered moose, with some exceptions. To hunt an antlerless moose — a cow or a calf — hunters will need to obtain an AM (antlerless moose) permit through a draw.

This approach, already used since 1994 in certain zones, controlled harvesting zones (ZECs), and wildlife reserves, provides greater management flexibility and more precise population monitoring. Unlike the alternation between permissive and restrictive years used until 2025, the draw system makes it possible to adjust the number of permits each year based on the status of local populations.

How does the draw work?

AM permits are available to Québec residents only.
The registration period runs from May 30th to June 16th, and the draw takes place toward the end of June.
The number of permits issued per zone or territory is evaluated each year to ensure sustainable management.

AM permits are valid only in the zones or subzones for which they are issued. In some outfitting operations, specific quotas apply, and it is recommended to check with local management before hunting.

With this system, the government aims to improve productivity and recruitment within moose populations while providing hunters with a more effective and equitable management tool.
