JOB DESCRIPTION

Under the supervision of the Assistant Director General, the Development Officer will play an active role in developing and implementing the Perpetually Affordable Housing Strategy project. The primary mandate of this position is to collaborate with the eighteen municipalities within the MRC Pontiac, along with local and regional stakeholders, to conduct research and analysis, develop a work plan, design a territorial housing strategy, and promote tools for potential developers and municipalities. The goal is to support the creation of collaborative housing projects that address current challenges in housing accessibility and affordability.

Main Responsibilities

  • Develop a housing work plan outlining the actions to be taken over the coming years;

  • Maintain and update information tools related to housing and ensure their dissemination;

  • Conduct research on available support and funding opportunities;

  • Design a territorial strategy for perpetually affordable housing, drawing on best practices and current advancements, and create a toolkit for potential developers and municipalities;

  • Integrate housing and accommodation issues into the MRC’s strategic planning documents;

  • Contribute expertise to the analysis and development of assigned files;

  • Prepare materials for presentation to elected officials and committees, and collaborate with various stakeholders;

  • Represent the MRC at meetings and public events.

Required Profile and Experience

  • University degree in urban planning, land use planning, project management, social work, or another relevant field;

  • Minimum of three years of relevant professional experience;

  • Strong knowledge of housing and accommodation services, land-use regulations, and concepts related to social development;

  • Familiarity with the municipal sector (an asset);

  • Demonstrated leadership, planning, coordination, and communication skills;

  • Excellent command of standard computer tools and software;

  • Experience in stakeholder engagement and committee facilitation;

  • Valid driver’s licence and access to a vehicle.

Working Conditions

  • Unionized (subsidized) full-time position, 35 hours per week, with the possibility of a flexible schedule.
    Contract duration: from start date until September 6, 2027, with potential for extension;

  • Possibility of hybrid remote work under certain conditions;

  • 15 paid holidays and 12 sick days per year;

  • Annual vacation;

  • Hourly wage between $33.88 and $41.67, depending on experience.
