At the end of the last parliamentary session, Jean Charest declared that the month of July was "meant for relaxation."
 
Now, it is clear that vacations are well and truly over for the Premier and his ministers.
 
They toured Quebec last week, advertising their platform.
 
However, when asked Thursday morning if this meant the start of an electoral campaign, Charest responded that he is not campaigning. Announcements are being made because they are the Quebec government.
 
He added that they still have 18 months left, or 16 months, before they go on the campaign trail, and that as soon as they do decide to hold an election, they would announce it.
