The Barrette reform and its effects in the Pontiac, a flawed exemplary system

Santé Outaouais 2020 released a report on December 13, on the impact of the decision to centralise the health services of the Centre intégré de santé et de services sociaux de l’Outaouais (CISSSO), to Gatineau. Among other things, the report looks at the effects of the Barrette reforms and its repercussions on the Pontiac.

The former Pontiac Health and Social Services Center joined the CISSSO in 2015.

The report entitled “The Barrette reform and its effects in the Pontiac, a flawed system” which is nearly 30 pages long, looks at “major upheavals in the Pontiac health system”, brought about by the merger of the local pontiac health services with the CISSSO, reorganization under the Loi 10.

An excerpt from the report reads:
“This change has undermined the model that was in place. Because of its size and centralization, it has resulted in a loss of proximity to institutions and a lack of flexibility in service delivery. The population has, in some cases, difficulty identifying which services to contact and is often transferred from one service to another. (P.3 of the report)
